The Dubai Shopping Festival returns from 4 December 2026 to 17 January 2027, according to Visit Dubai. It’s the 32nd edition and runs for 45 days. Organised by Dubai Festivals and Retail Establishment (DFRE), the previous edition had more than 100 events, and shoppers won over AED 11 million in prizes, TradeArabia reported when the new dates were announced on 14 October.

For a small business, DSF is a crowded six weeks. Big brands and malls will dominate the billboards. You don’t need to outspend them. You need a clear offer, the right approval, and a plan to turn festival visitors into customers who come back in February.

The short answer: decide your offer and check it still makes money, apply for a DFRE certificate of participation through the Department of Economy and Tourism, update your Google Business Profile with an offer post, start ads two to three weeks before your launch date, and collect contact details so the festival leaves you with a list, not just a busy weekend.

Key dates for the 2026–27 season

When What
Late October to mid-November Choose the offer, check your margin, apply for approval
November The full DSF programme is expected; in mid-October it was due “in the coming month”
27 November Black Friday / White Friday: plan it separately from DSF
2 December UAE National Day: a moment for community, not another discount
4 December DSF opens
31 December New Year’s Eve: busy for restaurants and venues
17 January DSF closes: follow up with everyone you met

The back-to-back calendar is the real challenge. If you’re also joining White Friday, our White Friday plan covers that week. Keep the two offers distinct, so DSF doesn’t feel like the same sale again.

Is DSF worth it for your business?

There’s evidence that festival shoppers spend more with participating merchants. During DSF 2017–18, Visa reported 27% year-on-year growth in payment volume with DSF-participating merchants, against 16% for the rest of the market. That figure is from 2018 and covers merchants of all sizes, so treat it as a sign of demand rather than a forecast for your shop.

DSF tends to suit:

  • Retailers with stock that makes a good gift or a treat: fashion, beauty, jewellery, electronics, home goods.
  • Restaurants and cafés near festival activity, malls and beaches.
  • Experiences and services people book on a day out: salons, spas, activities, classes.

It suits a business less when your customers don’t shop on impulse, or when you’d have to discount below cost to be noticed. A B2B consultancy rarely gains from DSF. A florist or a perfume shop often does.

Check the approval before you announce anything

Dubai’s Department of Economy and Tourism (DET) runs an online service for this: to run retail promotions during festivals and events, including raffles and pop-up kiosks, retailers and vendors apply for a DFRE certificate of participation through the DET Connect portal.

The general rules on offers matter too. Dubai’s economic department has said that, in addition to a valid trade licence, a permit is mandatory for any promotional offer. Merchants must stick to the approved locations, types of offer and dates, and must not start a campaign before, or run it past, the approved period without an extension. Raffles have extra conditions, and the same notice warns that breaking them attracts penalties.

Rules change, so check the current requirements for your licence on the DET website and leave time for approval before your ads go live.

Choose an offer that protects your margin

Every DSF discount competes with hundreds of others. Deeper isn’t always better. Before you choose a number, work out your margin after the discount, and what each new customer costs to win, including ads. Our marketing budget guide shows how to set a target cost per customer.

Offers that tend to work for small businesses during festival season:

  • A festival bundle: two or three products, or a service and an add-on, for a better price than buying them separately.
  • A gift with purchase: something with a high value to the customer and a low cost to you.
  • A spend threshold: “AED 50 off when you spend AED 300” lifts the order value.
  • A return offer: a voucher for February, given with every DSF purchase, so the festival brings you a second visit.

Keep it honest. Show the price the product normally sells for and the real saving.

Get found during the festival

When someone nearby searches for what you sell, your offer should be easy to find. Three things help:

  1. Add an offer post to your Google Business Profile. Google says an offer post needs a title, dates and times, and adds a “View offer” button automatically. You can include a coupon code and terms. Set the dates to match your approved period. Our Google Business Profile checklist covers the rest of your listing.
  2. Update your opening hours if you open later on festival nights, and check them again for National Day and New Year’s Eve.
  3. Make the offer easy to find on your website: one page, the offer at the top, dates and terms clear, and a way to call, book or message.

Plan your ads in two phases

Phase 1: build an audience (mid-November). Run video or carousel ads that show your products or venue, and build lists of people who watched, visited or engaged. Meta’s own guidance explains why you shouldn’t wait until the last minute: a new ad set is in a learning phase, and usually exits after about 50 results in the week after its last significant edit. Frequent budget changes can send it back into learning, so set a realistic budget and leave it alone.

Phase 2: sell the offer (from 4 December). Show the offer to the audiences you built, past customers and people searching nearby. In Google Ads, a seasonality adjustment can tell Smart Bidding to expect a jump in conversion rates, but Google says it’s ideal for short events of one to seven days and may not work as well for periods of more than 14 days. For a 45-day festival, use it only for a short burst, such as an opening weekend or a final weekend, not the whole season.

Turn festival visitors into regulars

The festival ends on 17 January. Your customers shouldn’t. Ask every buyer, with their permission, for a phone number or email, and give them a reason to say yes: the February voucher, early access to your next sale, or a loyalty stamp. Our WhatsApp marketing guide explains how to message opted-in customers properly in the UAE.

What to measure

Measure Why it matters
Sales or bookings during DSF vs the same weeks last year Shows whether the festival added anything
Profit per order after the discount A busy month can still lose money
Cost per new customer from ads Compare with your target before spending more
Offer post views and “View offer” clicks Tells you whether Google is finding you
Contacts collected The list you’ll sell to after DSF
Repeat customers by the end of February The real return on the festival

Where our experience comes from

We haven’t published a DSF case study. The principles above are the ones behind our performance marketing and marketing strategy work all year: campaigns judged on profit and customers rather than clicks, as when we took Impossible Foods from losing money on ads to a consistent 3.5× return on ad spend.

The short version

DSF runs from 4 December 2026 to 17 January 2027. Apply for your DFRE certificate of participation early, choose an offer that still makes money, put it on your Google Business Profile, build your ad audiences two to three weeks ahead, and collect contact details so the festival keeps paying off in February. Quick answers

When is the Dubai Shopping Festival 2026–27?

The 32nd edition runs from 4 December 2026 to 17 January 2027, according to Visit Dubai, the official tourism site. That is 45 days of promotions, events and raffles.

Can a small business take part in the Dubai Shopping Festival?

Yes. Dubai’s Department of Economy and Tourism lets retailers and vendors apply online, through the DET Connect portal, for a DFRE certificate of participation to run promotions during festivals and events, including raffles and pop-up kiosks. You don’t need to be in a mall to run a festival offer, but you do need the right approval and a valid trade licence.

Do I need a permit to run a DSF discount?

Plan on it. Dubai’s economic department has said that a permit is mandatory for any promotional offer, in addition to a valid trade licence, and that offers must stay within the approved dates. Check the current requirements on the DET website before you announce anything.

Is DSF worth it for a service business, not a shop?

It can be. Restaurants, salons, gyms and experiences can build a festival offer too. The question is the same as for a shop: does the offer still make money once you count the discount and the cost of winning each customer?
