WhatsApp marketing in the UAE: what’s allowed, what it costs and what works
How UAE businesses can use WhatsApp to win and keep customers: the Business app or the API, the consent rules, what messages cost, and follow-ups that sell.
By the Breezy Media team, Dubai

In the UAE, WhatsApp is where customers expect to talk to a business. In a 2024 YouGov survey for Zbooni, 85% of UAE residents said they would prefer to use WhatsApp to deal with companies, and 65% had used it for a product or service enquiry in the past year. For a small business that makes WhatsApp less a marketing channel than the place where enquiries become sales, or quietly go cold.
The short answer: reply fast, collect consent properly, use the free Business app until volume or automation needs outgrow it, send fewer and more useful messages, and tag every conversation by where it came from so you know what your marketing is actually producing.
The Business app or the Business Platform?
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Cost | Free | Per-message charges from Meta, plus your provider’s fees |
| Best for | One team, manageable volume, replies by hand | Several agents, automation, CRM integration, higher volume |
| Outbound messages | Broadcasts reach only contacts who have saved your number | Approved templates to opted-in customers |
| Automation | Greeting and away messages, quick replies, labels | Chatbots, booking flows, reminders, CRM-triggered messages |
Most small businesses should start with the free app and move to the Platform when one phone can no longer keep up, or when they need reminders, booking flows or a CRM to send messages automatically.
The rules: consent first
- UAE law. The UAE’s telemarketing rules (Cabinet Resolution No. 56 of 2024, in force since 27 August 2024) cover marketing text messages and marketing messages sent through social media applications, not only calls, and require explicit consent before marketing communications. They also set out the Do Not Call Register and calling-hour limits for marketing calls.
- WhatsApp’s policy. Businesses need opt-in before starting a conversation outside a customer-initiated chat. The opt-in should name your business, and Meta recommends separate consent for each type of message (marketing, order updates, reminders), with a clear way to opt out.
- Quality matters. People can block or report a business. Low-quality, unwanted messages can get a number’s sending limited, so a blast to a bought list can cost you the channel itself.
Good places to collect consent: a tick box on your website form, a checkout or booking step, or simply asking in the chat (“Would you like us to send you our weekly specials here?”).
What it costs
On the WhatsApp Business Platform, Meta charges per delivered template message since 1 July 2025:
- Marketing, authentication and utility templates are billed per message, at rates that vary by country and category.
- Replies inside an open customer service window (24 hours after the customer last messaged you) are free, and so are utility templates sent inside that window.
- Your provider (the company that connects you to the Platform) usually adds a monthly fee or a margin.
The practical lesson: answering customers is cheap; broadcasting to them is not. Spend on conversations people asked for.
What actually works
- Speed. Reply within minutes during working hours. Use quick replies for common questions, and an away message that says when you will reply.
- Click-to-WhatsApp from ads and your website. A “Chat on WhatsApp” button or a click-to-WhatsApp ad removes the step of filling in a form, which suits people who would rather type than call. If your website gets visits but few messages, start with these fixes.
- Pre-filled messages that tell you the source. A link such as
wa.me/9715XXXXXXXX?text=Hi, I saw your Instagram adopens the chat with that text, so you can see which campaign each conversation came from. - Utility messages that save customers effort: booking confirmations, reminders the day before, delivery updates.
- A few useful marketing messages, to people who opted in: a weekly special, a restock, an event. One relevant message beats five generic ones.
- Labels and a CRM. Label every chat (new lead, quoted, booked, customer) so nobody falls through the cracks, and so you can count what WhatsApp brings in.
Common mistakes
- Buying contact lists or adding numbers to broadcasts without consent.
- Treating WhatsApp like email: long messages, attachments nobody asked for, three follow-ups a day.
- Slow replies outside office hours with no away message.
- No record of where conversations came from, so ad budgets are judged on clicks instead of customers.
- One personal phone holding every customer conversation, with nothing backed up or shared with the team.
Where our experience comes from
For Game Wagon, a console rental business, we built WhatsApp booking flows alongside the rental platform, a CRM and city-by-city Meta ads, part of the system behind its month-on-month sales growth. If you want WhatsApp to bring in and keep more customers, see how we set up email, CRM and WhatsApp automation, or book a free call.
The short version
Reply fast. Get consent before you message first, and make it easy to opt out. Start with the free app and move to the Platform when volume or automation demands it. Send fewer, more useful messages, and tag every conversation by its source so you know which marketing actually brings customers.
Quick answers
Is WhatsApp marketing legal in the UAE?
Yes, with consent. The UAE’s telemarketing rules, in force since 2024, cover marketing messages sent through social media apps as well as calls and texts, and require explicit consent. WhatsApp’s own policy also requires opt-in before a business starts a conversation, and lets people block or report businesses that message them without it.
How much does the WhatsApp Business API cost?
Since 1 July 2025, Meta charges per delivered template message, at rates that depend on the country and the type of message (marketing, utility or authentication). Replies inside an open 24-hour customer service window are free, and so are utility templates sent inside that window. Check Meta’s current rate card for UAE rates, and your provider’s own fees on top.
Can I send WhatsApp broadcasts to my customers?
Only to people who have agreed to hear from you. On the free WhatsApp Business app, broadcasts are delivered only to contacts who have saved your number. For larger lists, the WhatsApp Business Platform sends approved template messages to opted-in customers.
